Soviet soldiers used the winter to prepare for war against the Germans. Stalin counted on promised US aid.

The two men carried a letter from Roosevelt. “Your people and mine demand the establishment of a front to draw off pressure on the Russians,” Roosevelt reminded Churchill, “and those peoples are wise enough to see that the Russians are killing more Germans and destroying more equipment than you and I put together.”

Churchill responded, “I am in entire agreement in principle with all you propose, as so are the Chiefs of Staff.”

Convinced he had British support, Roosevelt asked Stalin to send his minister of foreign affairs and a trusted general to Washington, DC, to discuss the urgent task of creating a second front in Europe later that year.

To the visiting Soviet officials, Roosevelt laid out a breathtaking vision for postwar collaboration. The victors, he explained, would “keep their armaments” and form “an international police force.” The police force would consist of four policemen: the United States, the United Kingdom, the Soviet Union, and China. They would disarm the Germans and their allies and “preserve peace by force.”

The second front, Roosevelt said, would begin later that year.

Stalin was delighted with this plan and the promise to establish a second front. But he was unsettled when he learned that the formation of this front meant that the United States would have to cut back its aid to the Soviet Union by as much as 60 percent.

Still, the second front was Stalin’s main priority, and Roosevelt planned to deliver.
